Neighborhood Congregational Church shares preliminary plans for proposed affordable housing and spiritual center development
On Monday, Oct. 7, nearly 200 people turned out at Top of the World Elementary School to hear representatives from Neighborhood Congregational Church (NCC), Related California and KTGY architects share preliminary plans for a proposed affordable housing and spiritual center development. The proposed development is planned for the current NCC site at 340 St. Ann’s Drive in Laguna Beach.

The church property is one of four identified in the city’s Housing Element as a housing opportunity site. There have been no 100% affordable residential developments built in Laguna Beach in 20 years. The increase in housing prices has severely outpaced wage increases.

“We listened to our neighbors and did our best to incorporate their feedback while keeping our eyes on the goals of this development. The preliminary plans offer a reduction of at least 24% in the unit count,” said Pastor Rod Echols, Neighborhood Congregational Church. “There are generous setbacks and the sidewalks on Glenneyre have been widened. There will be a community plaza and green spaces for both residents and the public to enjoy. We are establishing a preference for those who work in Laguna Beach to be prioritized for the affordable housing units.”

NCC and Related California will continue to refine the plans and are aiming to submit an application to the city of Laguna Beach in November.
